1.0 FTE - 260 days (July-June)
Generally 8 hrs per day (7:30 a.m. - 4:30 p.m.) (work times may vary)

SUMMARY STATEMENT:
The Assistant Director of Fiscal Services will assist the Chief Financial Officer in overseeing all fiscal and fiduciary responsibilities for the school district. This position assists with budget development, financial reporting, compliance, and fiscal service office functions to ensure sound financial management and accountability of district resources.
ESSENTIAL FUNCTIONS:
- Assist in coordinating activities of the Fiscal Services Office, including budget preparation, financial reporting, grants management, payroll, accounts payable, accounts receivable, investments, and cash receipting for all funds.
- Assist with the migration to the new Qmlativ Skyward software system.
- Serve as a supporting point of contact during internal and external audits and help to address audit requests. As required, provides financial information and access to district records, explains district accounting systems and procedures, and reviews and responds to audit findings.
- Ensure accounting safeguards over District assets and full disclosure of liabilities; address audit issues and findings, develop remediation plans to correct deficiencies.
- Collaborate in establishing policies and procedures pertaining to fiscal matters; audit and monitor for compliance; provide training and support to District personnel related to these areas (ASB, cash-handling, enrollment reporting, independent contracting, etc.).
- Maintain effective working relationships with members of the department, school site and support services administration and staff; provide support regarding business office procedures.
- Assist in the preparation of monthly and annual financial statements and schedules for all funds: general fund, associated student body, capital projects, debt services, transportation vehicle, and private purpose trust funds.
- Support District purchasing, bid law, contracts, and other purchasing operations including administration and termination of contracts, agreements, leases, and letters of understanding; ensures compliance with relevant state and federal laws and regulations; assists other administrators in contract compliance and enforcement; modifies contracts as needed.
- Maintain business policies, procedures, and practices to ensure district compliance with state and federal laws and guidelines.
- Conduct research and provide recommendations regarding process flows, software upgrades, and accounting and financial management methods to maintain best practices.
- Oversee reconciliation of bank accounts.
- Support the maintenance of legal financial records for fiscal services in accordance with the Washington State Auditor’s Office and OSPI guidance.
- Answer inquiries regarding contracting and purchasing activities; performs background research and follow-up activities; liaises with Finance staff, department/school staff, and vendors to resolve problems.
- Adheres to the chart of accounts mandated for school district use by OSPI.
- Keep current in District Fiscal software applications and processes.
- Oversight of auditing accounting records.
- Help with state and federal reporting, including use tax, 1099s and unclaimed property.
TOOLS AND EQUIPMENT NECESSARY:
Computer/laptop, telephone, typewriter, printer, 10-key calculator, copy machines, FAX machine, and all other tools and equipment necessary to perform the essential functions as listed above.
Requirements
REQUIRED QUALIFICATIONS:
- Bachelor’s Degree in finance, accounting, business administration or closely related field; Masters of Business Administration or CPA preferred.
- Previous experience as a business manager and/or equivalent experience with business function, preferably in a K-12 public school setting in Washington State.
- Previous experience with the Qmlativ Skyward software system
- Experience in budget preparation and management and financial forecasting.
- Experience with integrated computerized accounting systems, databases and spreadsheets; proficient skill level with Microsoft Excel.
- Knowledge of public-school accounting practices, school budgeting, and fiscal reporting.
- Ability to lead, organize, coordinate and implement programs, develop an effective relationship supporting building administrators; prioritize and manage complex projects.
- Strong written and verbal communication skills.
- Exceptional analytical skills; ability to make decisions and resolve complex issues in a timely, organized manner.
- Perform other related duties as assigned.
