This Director is responsible for leading and coordinating improvement and ongoing direction of the strategic and long-range capital and asset planning for TriMet. Includes enterprise-wide initiatives for the transition to a zero emission bus fleet in accordance with Board policy, timelines, General Manager direction, fleet performance, industry readiness, and resource availability. The position is responsible for directing Strategy & Planning management and continuous improvement of TriMet's long-range capital and asset planning, programming, prioritization, and decision-making structure and processes. With strategic guidance from the Chief, Strategy & Planning Officer and the Senior Director, Planning, develop, implement and continuously improve processes, committees, and work flow related to identifying needed capital replacements and projects, developing projects sufficient to review and prioritize, and the work flow and committee structure(s) charged with implementing a well-informed capital decision-making process. Provide strategic direction to the Senior Project Manager, Long-Range Asset Planning in developing and maintaining facility and asset plan and similar products to support comprehensive identification of needs and effective and efficient decision-making. Support development and updates of a long-term capital investment plan and capital asset needs projections. Actively coordinate and collaborate with Maintenance, Transit Asset Management, Major Projects, IT and Budget staff to clearly identify projects and capital asset needs for evaluation and prioritization in evolving process.
The position is responsible for the development of a plan and process for sustainability at TriMet, including but not limited to the development of policy, strategy, approach, and accomplishment of TriMet's transition to a zero emission bus fleet in accordance with Board timelines and goals around sustainability, as well as cost-effectiveness and efficiency. The Director will lead efforts related to zero emissions program policy, planning, reporting, and management and will be the single point of responsibility for the development and execution of the zero emissions plans, through the management of the employees with subject matter expertise and responsibility using the matrixed staffing approach. The Director will lead communications for the TriMet zero emissions program and will be the lead representative and voice for all matters pertaining to the program with internal and external stakeholders, including the public, media, and industry forums. The Director is responsible for developing a complete zero emission plans and schedule by fiscal and calendar years through to full zero emission program implementation, including closeout and disposition of fossil-fueled assets as appropriate. Direct TriMet's Sustainability Team and related efforts, including periodic updates to sustainability-related plans.
This role requires being onsite four (4) days per week.

Essential Functions:
- Set the strategic direction and schedule for improvements in long-range facility and asset capital planning, prioritization, programming and decision-making under direction of the Senior Director of Planning and Chief Strategy & Planning Officer and in partnership with Budget and the General Manager’s office, across portfolios and with capital and operating divisions.
- Provide senior staff support to capital programming committee(s) and executive-level decision-making processes for capital asset project and program decision-making and control.
- Work closely with all capital and operating divisions and departments to maintain strong collaborative relationships ensuring full and open communication and effective information sharing internally, and with industry peers, and external partners. Recommendations to support long-range capital facility and asset planning and programming, project implementation, budget and schedule forecasting are key expectations.
- Manage staff and consultants to provide project development, facilities planning, technical and strategic support to management and executive-level decision-making and management of capital planning, prioritization, and programming
- Develop overall planning, budgeting, development, implementation and management of the Program’s goals and performance objectives for the Department.
- Engage with external stakeholders to disseminate and acquire information to guide TriMet’s role in capital planning and programming and in zero emission technology adaptation. Direct staff and consultants as needed to be expert advisors with general knowledge and the ability to convey zero-emissions technology and infrastructure.
- Serve as the lead strategist for the appropriate transition to zero emission technologies for TriMet given the state of the industry, performance, cost, and resources. Inform, evaluate and recommend policies, technologies, capital investments, timelines, and develop technical standards based on industry best practices and peer transit agency experiences. Cost and efficiency are critical considerations in this work. Coordination of the agency's long-term strategic capital plan procurement.
- Work with internal and external subject matter experts, stakeholders, and management to develop policies and plans supporting long-term sustainability practices and opportunities for TriMet, including recognition of transit’s role in guiding and incentivizing sustainable development.
- Develop, implement, and direct policies, programs, and standards for procurement, engineering, and equipment overhaul as the agency moves forward with zero emission technologies. Work collaboratively with employees across the agency to coordinate planning for infrastructure design and construction, zero-emission technology investments, and fleet procurement.
- Facilitate the capital purchases of zero emission vehicles and charging infrastructure contracts and grants that define and execute this strategy. Develop business partnerships with public utility providers and assist in the negotiations of power utility agreements.
- Develop executive level detailed operational, performance, budget and technical reports for review and presentation to executive and Board level staff. Develop, implement and manage Key Performance Indicators to achieve required results. Report out on overall performance.
- Direct TriMet’s sustainability team and related efforts, including periodic updates to sustainability-related plans.
- Manages, plans, directs, coordinates and reviews the work of assigned staff, including hiring, performance management, coaching and training.
Requirements
A minimum of a bachelor's degree is required, with a bachelor's, or master's degree in planning, engineering, business, transportation management, public administration, or another related degree being preferred.
Eight (8) years of total credited experience.*
Five (5) years of transit or other public sector and transportation infrastructure management experience are required.
Three (3) years of leadership/management responsibilities at a medium to large public or private organization.
Or any equivalent combination of experience and training.*
The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".
