Description
The City of Warren is accepting applications for the position of Director of Parks and Recreation. The Director of Parks and Recreation performs responsible professional and managerial work in planning, organizing, directing, and evaluating the programs, services, facilities, and operations of the Parks and Recreation Department. The position ensures the delivery of high-quality recreational opportunities, park facility management, and community engagement programs that enhance the quality of life for all Warren residents.
SUPERVISION RECEIVED: Work is performed under the general administrative supervision of the Public Service Director.
SUPERVISION EXERCISED: Direct supervision is exercised over all permanent and seasonal/temporary employees assigned to the department.
TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following:
Plan, implement, and evaluate comprehensive recreational programs, athletic leagues, special events, and community initiatives.
Direct the operation, maintenance, and development of parks, playgrounds, trails, event spaces, and recreation facilities.
Supervise departmental personnel, including hiring recommendations, training, scheduling, performance evaluations, and discipline in compliance with civil service rules, collective bargaining agreements, and state and federal law.
Prepare and administer the annual department budget; monitor revenues and expenditures; approve purchasing and contracts as authorized.
Identify and pursue grant opportunities and partnerships to support department programming and capital projects.
Develop long-range strategic plans for recreational services, park enhancements, and infrastructure improvements.
Collaborate with other City departments to coordinate park construction, maintenance, event support, and emergency response as needed.
Engage with residents, civic groups, schools, and other stakeholders to promote programs and respond to public needs.
Represent the department at City Council meetings, public forums, interagency committees, and community events.
Maintain accurate records and prepare regular reports related to operations, participation, maintenance, and finances.
Research additional funding sources for Parks and Recreation programs, buildings and park renovations.
Perform other duties as assigned by the Public Service Director.

Pay rate: $126,047/year *Wage is prior 7/1/25

Requirements
DESIRABLE QUALIFICATIONS:
- Thorough knowledge of municipal parks and recreation management, including facility operations, public programming, and customer service.
- Ability to work with engineers and contractors on park development and restoration projects to completion.
- Ability to lead and motivate a diverse team of professional and seasonal employees.
- Ability to assess community needs and design programs that reflect changing recreational trends and demographic diversity.
- Strong communication skills, including public speaking, writing, and media engagement.
- Ability to read site plans and architectural drawings; knowledge of recreational site development and safety compliance.
- Ability to establish and maintain positive working relationships with employees, residents, public officials, and contractors.Ability to understand written and oral communication.
PRELIMINARY QUALIFICATIONS:
An applicant shall possess, upon application based upon the closing date of the posting, the following education and experience or its satisfactory equivalent as outlined.
Requirements:
- Graduation from an accredited college or university with a bachelor’s degree in Parks and Recreation Administration, Public Administration, Physical Education, or a related field. A master’s degree is preferred.

- Eight (8) years of progressively responsible experience in parks and recreation management, including at least four (4) years in a supervisory or administrative capacity.
- Possession of a valid license to operate a motor vehicle in the State of Michigan.
- Driving record must meet city standards for insurability.
- Possession and maintenance of valid CPR and First Aid certifications within 90 days of appointment.\
- Must be available to attend evening and weekend programs, meetings, and events as needed.
- Must maintain all required certifications and licenses throughout the course of employment.
- Subject to background investigation and driving record check.
