DESCRIPTION:
The Glen Ellyn Public Works Department is a dynamic organization for a community of roughly 29,000 residents in the western suburbs of Chicago. Working under the direction of the Assistant Public Works Director – Internal Services, the Management Analyst provides complex research-based, technical, financial and/or policy driven analysis to support the Public Works Department. A successful candidate will possess an understanding of organizational and basic operational aspects of municipal government, a solid understanding and experience with software applications, and be able to work independently to move projects and tasks forward.
ESSENTIAL FUNCTIONS
- Assist in the management of Public Work’s enterprise asset system (OpenGov/Cartegraph), the citizen request portal (SeeClickFix), webpages, and other applicable software applications.
- Prepare and assist other staff with Requests for Bids/Proposals/Qualifications.
- Carrying assigned analytical projects through, from data gathering to completion including preparation of written reports and memoranda.
- Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.
- Assist in the day-to-day operations Administrative Division in Public Works including phone calls, walk-ins, vendor inquires, and contractor assistance.
- Assist with management of stormwater discharge requirements (MS4), water conservation program (Water Ambassador), Tree City USA designation and other similar initiatives.
- Serve as a department representative on various committees & projects, and coordinate activities with other Village departments, outside agencies & organizations, and community groups.
- Receive and respond to citizen and vendor-related inquiries and concerns.
- Make presentations to staff, the Village Board, and other groups as needed.
- May train and evaluate staff as assigned but generally will not be in a supervisory role.
- Be able to explain, justify, and defend programs, policies, and activities.
- Attend Village Board and commission meetings and participate in professional groups and committees, as needed.
- Disseminate information to residents about Public Works activities and programs.
- Answer questions about local, state, and federal codes and regulations as they pertain to Public Works.
Requirements
QUALIFICATION REQUIREMENTS
A minimum of a high school diploma or equivalent. Candidates with a bachelor’s degree or higher with a focus in public or business administration or related field encouraged to apply. Two (2) years’ experience of progressively responsible analytical and administrative experience, within a governmental or public works organization preferred. Possession of a valid Illinois motor vehicle operator’s license (Class D). Any combination of education and experience that provides the equivalent knowledge, skills, and abilities will be considered.
Mobility to work in an office, use standard office equipment and stamina to sit for extended periods of time; strength to lift and carry up to 20 pounds; vision to read printed materials and computer screens; and hearing and speech to communicate in person or over the telephone. Mobility to work in a field setting at times and can involve moderate driving. Employee occasionally works around vibrations and noise, moving mechanical parts, and is exposed to fumes or airborne particles, toxic or caustic chemicals, and extreme outdoor temperatures.
SALARY/BENEFITS:
This is a full-time, exempt position with full benefits and participation in the Illinois Municipal Retirement Fund (IMRF), a defined benefit retirement plan. Our comprehensive benefits package also includes health, dental, and vision insurance, life/AD&D coverage, flexible spending, transit, a 457 deferred compensation plan, paid time off, a wellness incentive program, and tuition reimbursement. The current salary range is $74,520 to $104,328, with an anticipated starting salary of $75,000 - 78,000 DOQ (Grade K).
The general work hours are M-F 7am-3:30pm, with a periodic need to attend various meetings or other afterhours activities.
