Description
Basic Function:
Responsible for the daily operations of the Staffing’s recruitment program and staff. Advises and consults with METRO management on staffing workforce plans. Ensures that METRO has competitive programs for recruiting and retention. Performs duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.
Responsibilities and Specific Duties:
- Provides oversight for the day-to-day management of recruitment practices. Oversees and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring department and/or program outcomes are achieved.
- Provides leadership and direction of effective recruitment programs.
- Establish recruitment goals and metrics: Tracking and analyzing key performance indicators (KPIs) to measure the effectiveness of recruitment efforts.
- Ensures compliance with employment laws and regulations.
- Develops and drives a creative and effective recruitment strategy. Evaluates, develops, and implements recruiting standards and measurements.
- Works proactively with managers to develop workforce plans, including short-term and long-term needs for all departments. Ensures agency is proactively establishing supply sources and providing a talent pool pipeline to meet the organization’s staffing needs.
- Identifies cost-effective methods for sourcing talent.
- Directs the management of the recruitment, candidate testing/assessment, and interview/selection strategies and processes to ensure retention and diverse workforce composition.
- Constructs strategic planning to ensure current and future staffing goals of the organization are met.
- Acts as a business partner with management to define position requirements, determines the attributes of a successful hire, and advises and counsels on matters related to human resources.
- Participates and represents METRO in external community outreach programs/projects.
- Develops, evaluates, and manages relationships with external recruiting sources and vendors.
- Negotiates contracts with temporary agencies, search firms, and other human resources vendors.
- Develops and prepares reports for the EVP/Chief Human Resources Officer, Executive Management Team, and Board members as required.
- Identifies and ensures key skills and critical resources are retained.
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency's Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
- Performs other job-related duties as assigned.
Requirements
Education Requirement:
Bachelor’s degree in Human Resources, Public Administration, Business Management, or related field.
Years & Experience Required:
Minimum eight (8) years of management/consulting experience in human resources with management-level staffing, recruitment, and retention experience. Strong leadership, communication, and analytical skills, as well as a deep understanding of recruitment best practices and employment laws. Public transit experience preferred.
Knowledge & Skills Required:
Broad-based HR knowledge and strong knowledge of recruitment processes and tools. Solid analytical, strategic, and tactical capabilities. Excellent oral and written communication skills. Ability to develop and administer an effective budget. Excellent leadership and problem-solving skills. Strong business perspective, combined with well-developed consulting and collaboration skills. Able to establish relationships across the organization with a wide array of demanding constituents and the ability to deal effectively with senior executives. Functions in a team environment with a dedication to quality customer service. Working knowledge of Microsoft Office Applications (Word, Excel, Outlook, etc.) required. HR certifications preferred.
