JOB SUMMARY
The position includes management of animal control officers, enforcement of Municipal Ordinances, County Codes and State Laws pertaining to animals.
SUPERVISORY RESPONSIBILITIES: Animal Control Officers & Dispatchers
JOB DUTIES AND RESPONSIBILITIES
- Represent Pasadena Humane with professionalism and excellent customer service to law enforcement, public, and during events. Serve as a spokesperson when assigned.
- Ensure humane animal treatment and staff safety.
- Supervise Animal Control Officers in enforcement of laws, service response, and impounding animals.
- Provide constructive feedback to staff to ensure consistency in quality of work.
- Address client complaints and handle escalations.
- Identify and report animal care, behavior, and medical concerns, document in shelter software.
- Maintain accurate records for investigations and impounds; prepare cases for hearings and filings.
- Manage department data, reporting, and ensure compliance with policies and laws.
- Assist Director with budget management and operational performance.
- Monitor quarantines and coordinate with LA County as needed.
- Oversee dispatch assignments and ensure timely response.
- Develop and implement training and SOPs in collaboration with the Director of Field Services.
- Support professional development, cross-training, and coaching of staff and volunteers.
- Hire, train, evaluate, and coach Animal Control team, including scheduling.
- Maintain and schedule field service vehicles and emergency resources.
- Monitor and recommend updates to field equipment.
- Facilitate team meetings and support a positive work culture.
- Collaborate on diversion/intervention cases and manage complex cruelty investigations.
- Perform dispatcher duties and manage service requests as needed.
- Promote safety, compliance, and community-focused programs.
- Attend meetings, deliver presentations, and engage in outreach and humane education.
- Collaborate across departments and support special projects.
- Uphold Pasadena Humane values, mission, and a culture of philanthropy.
- Perform other duties as assigned.
Requirements
REQUIREMENTS AND QUALIFICATIONS
Bachelor’s degree is preferred but an equivalent combination of education and experience will be considered.
5 years experience working in Animal Control with a minimum 3 years experience in a supervisory role with training responsibilities.
Possession of a valid and appropriate California Driver’s License and insurable to drive company vehicles, maintained during the course of employment
P.O.S.T. Certified P.C. 832
California Humane Officer designation preferred
Experience working with groups diverse in age, culture, and in varied settings
Excellent interpersonal communication (both written and verbal), leadership, customer service, and public speaking skills, including the ability to write/edit materials for publication
Bilingual (English/Spanish/Mandarin/Armenian) preferred
Must understand, adhere to, and remain up to date with animal control-related policies, rules, laws and regulations.
Must be a U.S. citizen (for Humane officer designation) or a permanent legal resident.
Proven experience in building effective teams through management and coaching, performance management, providing constructive feedback, rewards and recognition, and goal setting
Proficient in computer applications, including the shelter system, Microsoft suite and email.
Commitment to improving professional skills and knowledge by attending seminars, workshops, conferences and the like. Must attend regular training and participate in continuous learning opportunities.
Ability to meet deadlines and work independently.
Excellent communication and management skills and proven organizational ability.
Strong sense of professional judgment and ability to maintain confidentiality.
Must have program development skills and an eye for departmental improvements.
Must be able to work early morning shifts, mid-day shifts, late evenings/night shifts, weekends, holidays, as needed or assigned by the Director of Field Services,
Ability to perform multiple tasks and manage several projects simultaneously
