Prepares and reviews plans, construction bid documents and specifications for major and minor capital improvement projects and for alteration and renovation projects. Coordinates development of project design with client, various university departments, project architects and consultants. Prepares budget, schedule, construction bid documents and specifications for major and minor capital improvement projects. Develop contracts and procure services of consultants, contractors, and various service providers needed on a project. Prepares, reviews, and integrates design phase planning policies, procedures and processes. Conducts pre-bid and pre-construction conference and overview orientation of final project design drawings and specifications with project architects, consultants, and appropriate university personnel. Prepares, reviews, and integrates construction planning policies, procedures, and bid processes. Tracks and coordinates project progress and costs; reviews and approves design invoices, construction pay applications, amendment or change order proposals, and other contract documents. Monitors design progress through periodic and scheduled phase review of consultant’s work. Monitors construction progress through on-site inspection and review. In conjunction with a variety of University departments, coordinates and performs; moving services; closeout functions such as commissioning and punch list, specialized equipment testing, training, and warranty repair. Supervises and guides the work of architectural drafters. Supervises and guides the work of various university departments. Reviews drawings, documents, and construction activities to ensure compliance with specifications and standards. Develop contracts and procure services of consultants, contractors, and various service providers. Performs other miscellaneous duties as assigned.



Requirements

Prepares and reviews plans, construction bid documents and specifications for major and minor capital improvement projects and for alteration and renovation projects. Prepares, reviews, and integrates construction planning policies, procedures, and bid processes.

Knowledge of construction contract documents and specifications. Knowledge of building design, construction, and maintenance. Knowledge of project management principles, practices, techniques, and tools. Short­ and long ­range planning problem analysis and resolution report preparation and presentation public contact and relations oral and written communication. Knowledge of facilities planning and construction management processes and procedures. Knowledge of estimating, budgeting and scheduling practices. Knowledge of current status of costs of new construction, escalation factors and market trends. Knowledge of building codes and standards of practice. Knowledge of construction materials and methods.

Organizing and coordinating skills. Skill in reading and interpreting plans and specifications and to compare them with construction progress. Short and long range planning skills. Problem analysis and resolution skills. Report preparation and presentation skills.

Ability to prepare architectural documents, specification, schedules and cost estimates for projects. Ability to design, plan and monitor major construction projects. Ability to foster a cooperative work environment. Ability to effectively communicate. Ability to foster a cooperative work environment. Read and write at a level appropriate for the duties of the position. Communicate clearly and concisely with University/non­-University individuals regarding construction matters direct, evaluate, train, and supervise the work of assigned personnel develop and maintain effective working relationships maintain accurate and orderly records use independent judgment and initiative organize and direct activities analyze and evaluate information. Ability to work in a demanding, broad, multi-disciplined environment.
